§ Mr. HainExisting funding arrangements give local education authorities the flexibility to address local needs, circumstances and priorities. I have no plans at the present time to restrict this by introducing measures to equalise capitation.

§ Mr. HainFoundation schools in Wales will be funded in accordance with the Financing of Maintained Schools Regulations 1998 which were laid before Parliament on 3 December.
