§ Ms Quin[holding answer 25 February 1999]We are concerned that a number of Russian companies and institutions may have exported technology and goods to organisations in countries of proliferation concern. Our concerns have been raised with the Russians by Ministers and officials.
Leakage of this kind is to not consistent with Russia's commitments under the terms of the export control regimes of which Russia is a member.
Intelligence constraints prevent us naming any institutions which we suspect of involvement in technology leakage.
