1. Education SSAs were changed in 1998–99 to distribute the under fives sub-block on the basis of provision rather than population.
2. The increase in ring-fenced funding through the Standards Fund includes the LEA contribution, as well as Government grant. For most Standards Fund grants in 1997–98 the DfEE contribution was 60 per cent., whereas in 1998–99 it was 50 per cent.
3. Other central government funding consists of additional loan sanction above the 1997–98 baseline figure and the New Deal for Schools to fund additional investment in school buildings. New Deal for Schools grant was fully funded by DfEE.
