§ Ms ArmstrongFinancial adjustments between authorities in respect of pupils without special educational needs educated in the maintained sector outside their authority of residence ('recoupment') ended on 31 March 1995.
The Education Standard Spending Assessments use estimates of resident pupils. These are defined in the Local Government Finance Report (England) 1999–2000 on pages 40–41.
