Mr. Beith

To ask the Secretary of State for the Home Department if he will list the level of police contingency reserves in each police force on the last date for which figures are available; what is the level of reserves which the Chartered Institute of Public Finance and Accountancy recommends police forces should hold; and if he will make a statement. The level of unallocated balances held by each police authority at 31 March 1998 is shown in the table. In addition, police authorities hold earmarked reserves in respect of provisions, including pensions, insurances, and capital projects.

The Chartered Institute of Public Finance and Accountancy (CIPFA) has recently re-issued to police authorities advice in determining the appropriate level of reserves and balances. CIPFA recommends that the level of balances for a Police Authority should be around 2 per cent. to 5 per cent., depending on local circumstances.
