To ask the Secretary of State for the Environment, Transport and the Regions what guidance he proposes to give to local authorities as to the(a) targets for road casualty reductions and (b) road safety strategy to be included in the first local transport plans that they are required to draw up. The Department issued draft guidance on local transport plans on 12 November 1998. This includes advice on the preparation of road safety strategies and the adoption of targets for road casualty reduction. The guidance emphasises the need to consider road safety in all aspects of the local transport plan. The guidance is intended both as interim advice to enable authorities to make a start on preparing their plans, and as a draft for consultation. The consultation period has now closed and we are in the process of preparing revised guidance, due for publication in the Spring.
