To ask the Secretary of State for the Environment, Transport and the Regions if it is his policy that local authorities should set each head of their budgets at the figure published by central Government as a standard spending assessment. [70930]

No. It is for each authority to decide its spending priorities. Standard Spending Assessments are a means of distributing grant.
