§ Mrs. Roche[holding answer 9 February 1999]: Our records do not show that a letter was sent from the Head of the Enterprise and Growth Unit to Colin Balmer on or around 26 October 1998. A policy and Guidance Note on "Selling Government Services into Wider Markets" was sent to Mr. Balmer and other PFOs on 31 July 1998 and placed on the Treasury's website shortly thereafter. I am placing a copy of the Guidance Note in the Library.
