§ Dr. HowellsI refer my hon. Friend to the letter dated 1 August 1997 to her from the Minister of State, Foreign and Commonwealth Office, my hon. Friend the Member for Manchester, Central (Mr. Lloyd), in which he stated that this licence covered the transhipment of 90 batons. A copy of this letter was placed in the Library of the House. The stated end-user was the security staff of the Arabian Oil Company Ltd.
