§ Dr. HowellsMinisters reached only a preliminary view on the main issues of the Directive at the Environment Council meeting in December, and decisions on the Council's Common Position are expected to be taken at the Environment Council in March.
The latest update of the Regulatory Impact Assessment includes a provision for a specific recycling target for 2015. The previous RIA could not contain a figure for this provision because it was based on an unquantified target for 2015 which would have been set by review in 2005. The difference between the two figures should not therefore simply be regarded as an increase.
