Friend issues them, to adopt stringent monitoring and evaluation arrangements for all funding programmes to ensure money is distributed effectively and efficiently. The amount of help which small groups received from the Lottery doubled in the past year. The proportion of grants of less than £100,000 increased from 9 per cent. to 17 per cent.
