§ The Prime MinisterThe issue of whether to introduce additional verifiable quantitative targets for the Luxembourg process has been discussed in respect of proposals for the Employment Guidelines for 2000. There are currently no proposals to do so. The Employment Guidelines were adopted by the European Council meeting in Helsinki on 10–11 December.
