§ Mr. HainThe British High Commission in Abuja has done everything it properly can to obtain this report from the Nigerian authorities. Sadly, difficulties in obtaining such formal reports from the appropriate authorities are not unusual. Changes in the political system over the last year, and subsequent changes in personnel in the Government, civil service and police have been contributing factors.
