§ Mr. MullinThe Secretary of State has appointed Counsel to defend the Government's position at the Court of Appeal hearing on 8 and 9 December. We believe that the Order is within the scope and purpose of the enabling power under section 31 of the Landlord and Tenant Act 1985 and that the Secretary of State did not act unreasonably in deciding to make the Order.
