§ Mr. HillDrivers are charged with dangerous driving (Section 2 of the Road Traffic Act 1988) or driving without due care and attention (Section 3 of that Act) if using a mobile phone causes them to drive in such a manner; or with failing to exercise proper control of a vehicle (Section 104 of the Road Vehicles (Construction and Use) Regulations 1986.
