§ Mr. MudieWe have consistently said that top-up fees play no part in the Government's policy on higher education. To that end my right hon. Friend has imposed a condition on grant to the Funding Council to control such fees. Any institution charging top-up fees to students who have been assessed as eligible for fee support could incur financial penalties.
