§ Dr. ReidRailtrack's 1999 Network Management Statement, published on 25 March, announced their plans for investment in the network totalling some £27 billion over the next ten years. That figure includes some £11 billion of investment on enhancements to the network. Not all of that £11 billion is Railtrack money: it includes proposed Government and other third-party funded schemes. Some £6 billion of it is shown as being either new "partnership" schemes or new "contractor" schemes, both of which would appear to involve at least some public sector funding, but no breakdown of funding sources is given.
