To ask the Secretary of State for Education and Employment what estimate he has made of the number per head of population studying with the Open University in(a) England and Wales, (b) Herefordshire, (c) the local education authority with the highest number of Open University students per head and (d) the local education authority with the lowest number of Open University students per head; and if he will make a statement.
