§ Mr. Rooker[holding answer 20 April 1999]: Food and environmental safety will be devolved policy areas. However, all activities involving genetically modified organisms are governed by European legislation, and, in order to promote a coherent UK framework for handling these matters, administrative concordats are being developed between the relevant Whitehall Departments and the devolved executives.
