To ask the Minister of Agriculture, Fisheries and Food what will be the payment per hectare in sterling under the arable area payments scheme for(a) cereals, (b) set-aside, (c) pulses, (d) oilseed rape and (e) linseed for each year from 1999–2000 to 2005–06, using current exchange rates. [81372]

Using the rate of exchange with the euro which applied on 15 April 1999 (£0.6667/euro), payment rates under the Arable Area Payments Scheme in England are as follows:

The payment rates for oilseed rape and linseed in 2000–01 and 2001–02 are subject to confirmation in the legal texts implementing the recent CAP reform agreement. Payments on oilseeds in 1999–2000 will be subject to adjustment in line with the observed EU reference price. Payments on oilseeds from 1999–2000 to 2001–02 inclusive will also be subject to any penalties applied when the EU Maximum Guaranteed Area is exceeded.

These figures exclude any compensation which may be available under EU regulations in respect of currency fluctuations.
