§ Ms JowellWe are committed to co-operating with other Governments in the establishment of an international framework convention on tobacco control. The White Paper "Smoking Kills" indicated our support for the World Health Organisation's work on the convention and we are discussing with WHO how we can most effectively help them.
It is too early to say what resources will be necessary or will be made available.
