§ Mr. TippingI met members of the Study of Parliament Group recently for an informal discussion about modernisation of the House of Commons. The discussion was wide ranging and involved all participants. No detailed note was made. Among the subjects covered were pre-legislative scrutiny of draft Bills, the proposal to revive and adapt the Standing Committee on Regional Affairs and the possibility of a second forum or Main Committee.
