§ Lord Milner of Leedsasked Her Majesty's Government:
Further to the answer by the Lord McIntosh of Haringey on 19 May (Official Report col. 1434) whether, having regard to the Road Vehicles (Construction and Use) Regulations 1986 (S.I.1986 No. 1978) as amended by the Road Vehicles (Construction and Use Regulations) 1998 (S.I.1998 No. 1), they accept the advice of the Automobile Association that if a car with a catalyst is to be stationary for four minutes or more it is less polluting to switch off the engine; whether in the case of a non-catalyst car they stand by the advice given in a Department of the Environment leaflet published in July 1995 (95EP110) that "if you expect to be stuck for more than a couple of minutes in a traffic jam the engine should be switched off'; and whether they will now instruct drivers of Government cars to switch off their engines when parked.
