§ Ms JowellNone. We need to remove the "Berlin Wall" between health and social care in order to provide the most effective support for people with mental illness rather than create new barriers. That is why we issued, on 16 September 1998, a discussion document "Partnership In Action—New Opportunities for Joint Working between Health and Social Services" setting out our proposals to enable authorities to work better together.
