§ Clare Short[holding answer 26 October 1998]: I list below the ten largest new commitments made by my Department in the 12 months from 1 September 1997. These commitments include both project and programme aid.

The overall objective of our country strategies, and the development assistance programme as a whole, is to contribute to the elimination of poverty, as set out in our White Paper published a year ago.
