§ Ms QuinThe Protocol on the Institutions with the Prospect of Enlargement of the European Union, attached to the Amsterdam Treaty, sets out a framework for tackling institutional issues not resolved at Amsterdam. It foresees agreement on the number of Commissioners before the first enlargement of the Union.
At the Cardiff European Council, Heads of State and Government agreed that, once the Amsterdam Treaty had entered into force, an early decision would be required on how and when to tackle these issues.
