§ Mr. MichaelPolice grant is allocated by means of a formula which predicts police authorities' relative need to spend. The formula takes account of both the resident and daytime population in a force's area. Daytime population comprises resident population, commuters, and estimates of the numbers of overnight visitors and day visitors.
