§ Mr. MealeThe Lisbon 'Charter' on the development and implementation of economic instruments for the protection of the marine and coastal environment by local governments was adopted by a group of representatives of local and regional authorities from various European states during a conference organised by a non-governmental organisation in Lisbon on 1 July 1998. It contains some interesting ideas. It is for those who adopted the document to take it forward.
