To ask the Chancellor of the Exchequer if he has received notice from DGVII of the European Commission regarding infraction proceedings being instituted against the United Kingdom over the current system of air passenger duty; what plans he has to reform the current system of air passenger duty to conform with European law; and if he will rule out extending air passenger duty to cover both the outward and inward legs of return domestic flights. The European Commission has challenged the current exemption from air passenger duty that applies to the return leg of a return journey within the United Kingdom. We are considering how to respond. This will take some time and I do not expect to make any announcement before the Budget. Until then I am not prepared to speculate on what the outcome may be.
