§ Ms Estelle MorrisLEA schools already have much experience in managing delegated budgets, and in exercising the staffing powers associated with financial delegation. They are therefore well-placed to take on the responsibilities resulting from the decisions on further delegation recently announced by the Government in the light of responses to the consultation paper "Fair Funding". A number of elements in the Standards Fund programmes for 1998–99 and 1999–2000 are designed to support training for heads and governors relating to the Government's key priorities.
