§ Mr. PrescottThe policies I announced in my recent Integrated Transport White Paper will play a major part in reducing congestion. They will encourage the transfer of freight from road to rail, reduce the need for people to travel, offer them better transport choices and encourage more people to undertake short journeys by cycle or on foot.
