Mr. Webb

To ask the Secretary of State for the Home Department what percentage of males aged(a) 16, (b) 17, (c) 18, (d) 19, (e) 20, (f) 21, (g) 22, (h) 23, (i) 24, (j) 25, (k) 26, (l) 27, (m) 28, (n) 29, and (o) 30 years or over (i) are currently in prison, (ii) have served a prison sentence or are currently in prison and (iii) have a criminal record. Information on the male prison population (excluding foreign nationals), by age, in England and Wales on 30 June 1998 as a percentage of the projected general population of England and Wales for the same date is given in table 1.

Information on criminal careers is also published in "Criminal Statistics England and Wales" (Chapter 9 of the 1996 edition, CM 3764), a copy of which is in the Library. These analyses are based on a sample of those born in selected years.

The proportion of males who have ever been sentenced to custody for those born in selected years between 1953 and 1978 is shown in table 2. Rates for the 1973 and 1978 birth cohorts are lower than for those born in earlier years and are consistent with the reduction in custody for these age groups in the late Eighties and early Nineties. The proportion of males who have been convicted of a "Standard List" offence is shown in table 3. Rates for 1973 and 1978 are also lower than for those born in earlier years and the lower proportion who have a conviction in these age groups reflects the increased use of cautioning in recent years.
