§ Mr. RookerPooling of milk quotas would presumably involve over-production of milk by some member states being netted-off by the under-production of others. This is not provided for in the European Commission's Agenda 2000 proposals on the reform of the CAP dairy regime and there is little evidence of any enthusiasm for such a measure amongst member states.
