To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the proposals which the United Kingdom and United States of America have made for the trial of the Lockerbie suspects in The Hague; and if procedures have been introduced to enable the Libyan Government to clarify the issues involved. The Governments of the United Kingdom, the United States and the Netherlands continue to do all they can to take forward the initiative for trial of the two accused in the Netherlands, as announced on 24 August. United Nations Security Council Resolution 1192 has been adopted unanimously, the UK Order in Council made, the UK/Dutch treaty signed, and the site for the trial designated.

The Libyan Government have sought and are obtaining clarification on a number of issues through the UN Secretary-General's Office—the channel specified in UNSCR 1192.

To ask the Secretary of State for Foreign and Commonwealth Affairs where it is intended that persons found guilty in the proposed trial of the Lockerbie suspects at The Hague will be imprisoned.

In the event of the Libyans accused of the Lockerbie crime being convicted by the Scottish court in the Netherlands, they would continue to be held at the Scottish facility pending any appeal; subject to which they would serve the remainder of their sentences in Scotland. [55310]

To ask the Secretary of State for Foreign and Commonwealth Affairs if witnesses participating in the proposed trial of the Lockerbie suspects at The Hague will be protected during travel to The Hague from arrest in respect of other alleged crimes; and if he will make a statement.

The Agreement between the United Kingdom and the Netherlands, signed on 18 September, makes clear that any witnesses attending the trial of the two Libyans accused at the Scottish court, in the Netherlands would be immune from arrest in respect of any offence committed prior to their arrival in the Netherlands.
