§ The Prime MinisterThis meeting of the Heads of Government was an informal meeting in preparation for the full European Council in Vienna, at which a broad range of issues were discussed. No formal decisions were taken.
I did not make a formal speech. As this was an informal meeting there were neither formal minutes nor conclusions. As has been the practice under previous administrations, a member of the UK delegation took an informal record of the discussion, but as is standard practice, this remains confidential. There is no formal Council Secretariat record.
