§ Mr. Tony Lloyd[holding answer 16 November 1998]: The Agreement between the Governments of the United Kingdom and the United States concerning Maritime and Aerial Operations to Suppress Illicit Trafficking by Sea in Waters of the Caribbean and Bermuda provides for entry into force upon exchange of notes between the parties indicating that they have completed the necessary internal procedures. Before such notification can be made implementing legislation must be in place in the Caribbean Overseas Territories and Bermuda. The Agreement will be published as a Command Paper and laid before Parliament in the usual way by 2 December.
