§ Mr. MilburnGuidance on the implementation of car parking charges was issued to all trusts in 1996. The guidance envisages trusts seeking the views of staff and other interested parties during the development of its plans. It advises trusts that a typical consultation will include seeking the views of local health authorities, general practitioners, staff representative groups and Community Health Councils.
