Mr. Flynn

To ask the Secretary of State for the Home Department if he will institute an inquiry into security procedures at Bull wood Prison, Hockley, following the findings of the police investigation. [60337]

Mr. George Howarth

There were two police investigations into the death of Ms O'Dwyer. The first, a routine investigation, concluded that there were no suspicious circumstances. A second investigation was undertaken following the adjournment of the inquest when allegations were made that a witness had committed perjury. The matter was referred to the Crown Prosecution Service who have decided not to proceed further.

The Prison Service is considering the outcome of the Coroner's inquest together with the findings of its own internal investigation. I am content that this constitutes a satisfactory examination of procedures at Bullwood Hall.

To ask the Secretary of State for the Home Department if he will publish the findings of the internal inquiry conducted by the Governor of Bullwood Prison, Hockley, into the circumstances surrounding the death of the prisoner Josie O'Dwyer. [60336]

Mr. George Howarth

The Prison Service is currently reviewing the policy on disclosure of internal investigation reports. The aim is to provide a protocol which will allow disclosure as soon as possible after the report is completed. When the revised policy is introduced, it will not apply retrospectively.
