To ask the Secretary of State for Social Security if he will list the benefits which a person with disabilities will be entitled to if under'the new form of the all work test he agrees to make himself available for limited types and limited amounts of work; and to what extent payment of those benefits will be dependent on his taking any job which is suitable for his capabilities. Reform of the All Work Test will focus on providing additional information about people's capacities which contribute to a wider assessment of employability by a Personal Adviser, to help plan a return to work where this is appropriate. More than a million disabled people say they would like to work and these reforms are intended to help them to realise that ambition.

The All Work Test will continue to assess incapacity in the same way as now, in order to determine entitlement to benefits (Incapacity Benefit, Severe Disablement Allowance, Income Support paid on the grounds of incapacity, and the disability premium in the income-related benefits). We have no plans to make receipt of these benefits conditional on a claimant's making himself available for work or accepting employment.
