HL Deb 18 November 1998 vol 594 cc170-1WA
Lord Kennet

asked Her Majesty's Government:

Whether NATO's revised Strategic Concept should identify as a new NATO "fundamental task" the carrying out of operations in defence of common interests and values, wheresoever it may decide, as an Alliance or in coalitions of the willing, regardless of the United Nations Security Council, and develop the military power so to operate under continuing United States leadership. [HL3747]

The Minister of State, Ministry of Defence (Lord Gilbert)

NATO Heads of State and Governments directed that NATO's Strategic Concept be examined and updated as necessary to ensure that it is fully consistent with Europe's new security situation. The tasks identified in the updated concept will be consistent with international law and in accordance with the principles of the UN Charter. It is clear, however, that not all operations would require a Security Council resolution.
