§ Mr. RaynsfordNone. Exemptions from CCT, including housing management, have been given to selected authorities piloting best value. For all other authorities, changes were made to CCT regulations and guidance in December 1997 to reduce the prescriptive element of CCT and to enable authorities to adopt best value practices consistent with current legislation.
