Mr. Chaytor

To ask the Secretary of State for the Environment, Transport and the Regions what representations he has received concerning the allocation of carbon emission rights on an equal per capita basis; and to what extent these were taken into account in the British negotiating position during the COP4 climate change convention in Buenos Aires. Mr. Meale

My right hon. Friend received a number of representations concerning the allocation of carbon emission rights on an equal per capita basis, which were taken account of in establishing the UK position for the Buenos Aires Conference. Discussion of this issue took place at the Conference in the context of both emissions trading and future emission targets for all Parties.

Mr. Chaytor

To ask the Secretary of State for the Environment, Transport and the Regions what research he has commissioned concerning the development of domestic tradable quotas as a means of reducing carbon dioxide emissions. [60490]

Mr. Meale

A domestic carbon trading scheme was one of the options considered by Lord Marshall in his report on economic instruments and the business use of energy, which was published on 3 November. The Government are currently considering his conclusions and recommendations and will evaluate the need for further research in that context.
