Friend the Deputy Prime Minister indicated in a Written Answer on 9 November 1998,Official Report, column 28, that it is proposed to publish a ports policy paper, which we hope to have ready in the Spring. It is too early to discuss how it might address such specific issues as the role of particular ports.
