Mr. Welsh

To ask the Secretary of State for Scotland (1) what proposals he has to increase the funding of habitat improvement works in Scottish river systems; what funds he currently makes available to fishery boards for such improvement works; and what the equivalent amounts have been for each of the last five years; [59329]

(2) if he will list his powers regarding habitat improvement works in Scottish river systems; and what proposals he has to alter these powers. [59330]

Responsibility for fisheries management in rivers rests with riparian owners and, where appropriate, District Salmon Fishery Boards. Scottish Natural Heritage also has certain responsibilities, particularly in the light of the Habitats Directive.

Payments for measures to improve riparian habitats are available to agricultural enterprises under the Environmentally Sensitive Areas and Countryside Premium Schemes which are administered by The Scottish Office.

Grants are also available from SNH for habitat improvement works in Scottish rivers. District Salmon Fishery Boards may participate in such works. Information on the sums Boards may have received is not available centrally.

My right hon. Friend has no current proposal to alter his powers.
