To ask the Minister of State, Lord Chancellor's Department what is his estimate of(a) the percentage of serious criminal cases being dealt with in Gloucestershire magistrates' courts within the 56 day performance indicator for each of the past five years and (b) the average delay in respect of collection of fines imposed by Gloucestershire magistrates' courts for each of the past five years. 1The figures given in the table are the percentage of defendants in Indictable/Triable Either Way cases. The interval quoted is First Listing to Completion.
2Average Debtor Days is the average time taken to enforce the collection of money owed to the court, including fines, fees, compensation awards and contributions to legal aid, not taking into account the delay between imposition and start of enforcement actions, known as 'time to pay'. The 1993–96 indicator values are artificially low because a proportion of the fines etc. which were imposed by magistrates would have been transferred out to other courts to collect, but were still included in the figures locally. The 1997 indicator shows a more accurate figure.
