§ Mr. RaynsfordAs part of the Modernising Planning initiative this year, Oxford Brookes University were commissioned to lead some seminars with stakeholders on the development of planning obligations, including the role of economic instruments, in connection with a wide range of development interests, including housing. The seminars were held under 'Chatham House' rules, with participants contributing under the assurance of confidentiality. Following the seminars Oxford Brookes University prepared a report to the Department with their findings. The Department is now considering these but has no plans to publish the report.
