To ask the Secretary of State for the Environment, Transport and the Regions if he will provide further resources to local authorities seeking to implement local Agenda 21 projects; and if he will make a statement. [58198]

Mr. Meale

We do not believe that further resources are needed since 86 per cent. of local authorities are already committed to producing a Local Agenda 21 strategy by the year 2000. LA21 should not be seen as a separate project, but rather as a means of integrating sustainable development into all the policies and activities of the council. LA21 should encourage them to take a holistic approach to the identification of community priorities and the effective delivery of services through local partnerships, in line with our proposals for modernising local government.
