To ask the Secretary of State for the Environment, Transport and the Regions what are the limits for speed limiters fitted to heavy goods vehicles in(a) the United Kingdom and (b) under EU legislation; and if he will make a statement. [58003]

Speed limiters on heavy goods vehicles first used on or after 1 August 1992 and with a maximum gross weight exceeding 7,500 kg but not exceeding 12,000 kg must be calibrated to a set speed not exceeding 60 mph. Speed limiters on heavy goods vehicles with a maximum gross weight exceeding 12,000 kg first used on or after 1 January 1988 must be set so that the stabilised speed of the vehicle does not exceed 90 km/h (55.9 mph). The former class of vehicle is the subject of national legislation but not EC legislation; the latter class is the subject of both.
