A consultation document on climate change was published on 26 October. This outlines various options for meeting the UK's emission targets.

Reducing greenhouse gas emissions is a key objective of this Government's energy policy. The Government are confident that their energy policy is consistent with achieving their climate change targets. Overall, it is estimated that carbon dioxide emissions decreased by eight per cent. between 1990 and 1997, largely because of reduced emissions from electricity generation.
