§ Mr. Tony LloydArgentina has no competence to authorise fishing in Falklands waters. My right hon. Friend the Prime Minister made our position clear to President Menem during his recent visit. Separately my right hon. Friend the Foreign Secretary reinforced this message with the Argentine Foreign Minister.
